Only a third of terror arrests lead to charges
Only one third of people arrested for terrorism since the 9/11 outrages in 2001 were charged with an offence and even fewer were convicted, Home Office figures revealed yesterday.
Out of 1,471 terrorism arrests in Britain between September 11, 2001, and March 31, 2008, 521 people (35 per cent) were charged.
A total of 222 people (15 per cent) were charged with terror offences, while 118 (eight per cent) were charged with other terror-related crimes, such as conspiracy to murder and explosives offences.
The number eventually convicted under terrorism legislation was 102 (seven per cent). A further 94 (six per cent) were convicted under non-terrorism legislation for offences considered to be terror related.
Home Office chief statistician Prof Paul Wiles said the conviction rate in relation to arrests was likely to rise as some of those charged were still awaiting trial.
He said the conviction rate compared favourably with other serious offences, at 31 per cent.
Of those initially arrested, 819 people (56 per cent) were released without charge, and 131 (nine per cent) were dealt with in other ways, such as being transferred to the immigration authorities or cautioned.
